Mr Dauda said the lecturer died on September 12, 2026, following an alleged encounter with military personnel in the Bawku Municipality.
According to the petition, Mr Abdulai was allegedly assaulted after he was found outside during curfew hours. Mr Dauda is calling for an independent investigation to establish the circumstances surrounding his death.
The petition also cites alleged cases of civilian deaths, excessive use of force, assault and other human rights abuses involving military personnel in Bawku and parts of the Kusaug area.
Mr Dauda is asking CHRAJ to investigate the allegations, identify any security personnel found to have acted unlawfully, and recommend prosecution or disciplinary action where appropriate.
He is also seeking justice and appropriate compensation for victims and their families, as well as publication of the findings of any investigation to help restore public confidence.
Mr Dauda said the petition is not intended to undermine the Ghana Armed Forces but to ensure that security operations are conducted in accordance with the Constitution, the rule of law and respect for human rights.
