Energy and Green Transition Minister Dr John Jinapor says the government has secured $3.5 billion in investment commitments to expand operations and drill new wells as part of efforts to revitalise Ghana’s upstream petroleum sector and restore investor confidence.

He made the remarks during a fireside chat at the opening ceremony of African Energy Week, where he joined Kosmos Energy Chief Executive Officer Andrew Inglis and African Energy Chamber Executive Chairman NJ Ayuk to discuss Ghana’s efforts to attract investment into its oil and gas industry.

Dr Jinapor said the government was pursuing sustained engagement with investors alongside legal and fiscal reforms to create a more competitive, predictable and business-friendly investment environment.

He stressed that the reforms were intended to attract fresh capital while safeguarding Ghana’s national interests.

According to the Minister, the approach was already yielding encouraging results, with significant investment commitments and positive developments in crude oil production.

He said the government’s next priority was to sustain the momentum, increase local participation and deepen domestic value addition across the petroleum value chain.

A key part of that strategy is expanding local refining capacity to process more of Ghana’s crude oil domestically. Dr Jinapor said this could strengthen industrial activity, create jobs and improve the country’s energy security.

He emphasised that attracting investment alone was not enough. Ghana must also ensure that its petroleum resources deliver lasting economic benefits for its people.

Dr Jinapor also commended President John Dramani Mahama for providing strategic direction and support to the energy sector, saying sustained attention to the industry was essential to investment, economic growth and national development.

The government, he added, remains focused on creating conditions that encourage private investment, protect national interests and translate Ghana’s petroleum resources into shared prosperity.
